How Scottish LEZs differ from English CAZs

The most important distinction: in Scotland, there is no option to pay a fee to drive a non-compliant vehicle into a Low Emission Zone. In England, drivers of non-compliant vehicles can pay a daily charge (£7–£12.50 depending on city and vehicle type) and legally enter the zone. In Scotland, a non-compliant vehicle that enters an LEZ is automatically issued a Penalty Charge Notice — there is no daily pass, no pre-payment option and no grace period for compliance.

This means Scottish LEZs are access restrictions, not charging schemes. The penalty escalation structure creates a strong financial incentive to avoid re-entering with a non-compliant vehicle.
