What was announced
The Ministry of Housing, Communities and Local Government published the Best Value Inspection report on Bedford Borough Council on 15 October 2026, together with a letter to the council's Chief Executive, Laura Church. In the letter the Secretary of State says they are satisfied that the council is failing to comply with its Best Value Duty under the Local Government Act 1999, and proposes a statutory intervention under section 15 of that Act.
The report notes some strengths within the council, including partnership working and some steps taken in response to external challenge, but documents serious concerns across a number of areas. According to the letter, the inspectors found failings in every theme they examined, particularly leadership, governance, culture and use of resources.
What the inspectors found
On continuous improvement, the inspectors said they had no confidence that the necessary improvement would be secured without external intervention. The letter refers to a negative culture with low trust and blame, and to reports of bullying and misogynistic behaviour that had not been systematically addressed.
The finances
A CIPFA review in July 2025 said the council's financial sustainability challenges required urgent action, and the 2024/25 auditor's report identified two significant weaknesses in value for money arrangements. The letter says the council needed exceptional financial support to set balanced budgets for 2025/26 and 2026/27, and describes a fast growing financial challenge that is now both large in scale and urgent. No amounts are given.
The proposed package is a team of Commissioners for three years, some able to exercise council functions, plus one further Commissioner without executive functions whom the council would be directed to work with. Functions proposed for Commissioners include governance and scrutiny of strategic decisions, the section 151 financial functions including budget oversight and the medium term financial strategy, the transformation programme, and the appointment and dismissal of senior and statutory officers.
What Commissioners would do
Proposed directions would require the council to produce an Improvement and Recovery Plan to the Commissioners' satisfaction, appoint a permanent improvement lead, report progress to Commissioners every six months and meet the Commissioners' costs.
What happens next
Representations on the proposals must be received by email at interventions@communities.gov.uk on or before 28 October 2026, and ministers will consider them before making a decision.
