Three charges switch on together at the threshold: 5% duty, VAT charged on the duty as well as the goods and shipping, and a customs fee. The UAE adds a customs import declaration fee of 40 dirhams, about 8 pounds 14, once duty applies. Below the threshold only sales tax or VAT applies.
