Understanding the MPRN's structure, who issues it, and the scenarios where it becomes critical is practical knowledge for any business managing gas procurement.

What the MPRN is and how it is structured

The Meter Point Reference Number is an 11-digit number that uniquely identifies a gas supply point (formally called a meter point) in Great Britain's gas distribution network. It is assigned to a physical location - specifically to the gas meter installation point at a given premises - rather than to a customer or a supplier. The number remains constant regardless of how many times the customer at the premises changes, how many times the supplier changes, or whether the meter itself is replaced.

The structure of the MPRN encodes information about the gas transporter responsible for the local distribution network serving the premises. The first digits identify the Local Distribution Zone (LDZ), which corresponds to one of the regional gas distribution networks operated by the licensed gas transporters (National Gas, formerly Cadent, along with SGN, Northern Gas Networks, and Wales and West Utilities). The remaining digits are a sequential identifier within that zone.

Unlike the MPAN (Meter Point Administration Number) for electricity, which is a 21-digit number with a defined top-line and bottom-line structure containing profile class, distribution identifier, and check digits, the MPRN has a simpler format. Both numbers serve the same conceptual function in their respective fuel networks: a persistent, unique identifier for a metered supply point that all parties can reference unambiguously.

Who issues the MPRN and the role of Xoserve

The MPRN is administered by Xoserve, which acts as the Central Data Service Provider (CDSP) for the gas industry in Great Britain. Xoserve operates the Uniform Network Code (UNC) data systems under arrangements agreed between the gas transporters and Ofgem. Its role is to maintain the central register of all gas meter points, the associated technical data (annual quantity, meter type, read history), and the records of which shipper and supplier are registered against each MPRN.

The Uniform Network Code is the legally binding framework, established under the Gas Act 1986 and its secondary legislation, that governs gas transportation and the obligations of shippers, transporters, and the CDSP. When a new gas connection is made to a premises, the gas transporter allocates the MPRN and registers it with Xoserve. From that point, any change of supplier, change of shipper, or update to the meter point data is recorded in the Xoserve central system and made available to all industry parties with appropriate access.

Ofgem's licensing framework for gas suppliers and shippers requires that all supply and transportation activities reference the MPRN. A supplier that cannot match a customer's supply address to a registered MPRN cannot register a supply contract in the central systems, which is why obtaining the correct MPRN before signing a new contract is a practical prerequisite.

MPRN versus meter serial number: a distinction that matters

The MPRN and the meter serial number are different identifiers that are frequently confused, particularly by businesses that have never had cause to distinguish them. The meter serial number is a physical identifier stamped or printed on the gas meter itself by its manufacturer. It identifies the specific piece of metering equipment installed at the premises. When a meter is replaced, its serial number changes. When a meter is tested for accuracy, the serial number identifies which device has been tested.

The MPRN, by contrast, identifies the supply point - the location - not the equipment. A premises with three different meters installed over 20 years will have had three different serial numbers but one constant MPRN (assuming no structural change to the supply infrastructure). Both numbers may be required in different circumstances: the serial number is needed to raise a meter accuracy dispute or arrange a meter exchange; the MPRN is needed to switch supplier, request an AQ correction, or register a new shipper.

On a business gas bill, both numbers typically appear but may be labelled differently by different suppliers. Common labels for the MPRN include "Gas Point Reference," "Meter Point Reference," "MPRN," or simply "Gas Reference." If the label is ambiguous, the MPRN can be confirmed by counting the digits: 11 digits is the MPRN. A longer alphanumeric code is likely the meter serial number or a supplier account reference.

How the MPRN is used in the switching process

The gas switching process under the UNC requires the gaining supplier to submit a change of supply request to the gas transporter via Xoserve's central systems. That request must reference the correct MPRN. If the MPRN submitted by the gaining supplier does not match the MPRN registered at the supply address in the Xoserve database, the transfer request will fail or - in the more serious case of a mismatch with a neighbouring premises - may result in an erroneous transfer.

An erroneous transfer in the gas market occurs when a supply is switched to the wrong premises or to the wrong account. The practical consequences for a business can include receiving bills from a supplier it never contracted with, having its supply registered incorrectly in the central systems, and delays in resolving the error while Xoserve's data is corrected. The resolution process involves both the erroneous supplier and the original supplier, coordinated through the industry transfer process, and can take several weeks.

To avoid MPRN errors in switching, a business should provide its MPRN to the gaining supplier from its most recent gas bill rather than relying on the supplier or broker to look it up by address alone. Address-based lookups in the Xoserve database can return multiple results for large sites or premises that have undergone subdivision or redevelopment.

What to do when a premises has no registered MPRN

Two distinct scenarios can result in a business premises having no registered MPRN. The first is a genuinely new connection: premises that have never been connected to the gas network. In this case, the business must apply to the local gas transporter for a new connection, which involves a quotation, acceptance, and physical installation of the gas main connection and meter. The transporter allocates a new MPRN at the point of commissioning the connection and registers it with Xoserve.

The second scenario is a premises with an existing or previous gas supply where the MPRN cannot be located. This can arise where records were lost by a previous tenant, where the supply was disconnected and removed, or where there is a data error in the Xoserve system. In this case the business should first check with its current or prospective gas supplier, which has access to Xoserve's published MPRN lookup tools. If the MPRN is registered in the Xoserve database, the supplier can retrieve it from the address. If no record exists, the gas transporter for the area must be contacted to investigate whether a connection record exists and whether the MPRN was deregistered.

A premises with a deregistered MPRN - for example, where a previous supply was disconnected and the meter removed - may need a new connection process even if the underlying gas infrastructure is still in place at the street level. The gas transporter will assess the existing infrastructure and advise on whether reconnection is possible or whether a new connection application is required.

MPRN records and data accuracy obligations

The accuracy of the data registered against an MPRN in the Xoserve system affects more than just switching. The annual quantity (AQ) registered against the MPRN determines the transportation charging band applied by the gas transporter, which flows through to the transportation cost component of the gas supply contract. An MPRN with an incorrect AQ, meter type, or consumption class registered will result in inaccurate network charges, which the supplier passes to the customer either as an error correction or as a systematic overcharge over the contract term.

Under the UNC, shippers have obligations to maintain accurate data against the MPRNs they are registered on. Suppliers and shippers who identify data errors are required to submit corrections through the Xoserve data amendment process. Businesses that believe the technical data against their MPRN is inaccurate - for example, because the registered AQ is higher than their actual consumption, or the meter type recorded does not match the installed meter - should raise this with their supplier and request a formal data correction submission.

Can a business have more than one MPRN at the same address?

Yes. A large commercial premises such as a shopping centre, industrial estate, or multi-tenanted office building may have multiple gas meter points, each with its own distinct MPRN. The business should contact both the gaining supplier and Xoserve's nominated contact process as soon as the error is identified. The erroneous transfer resolution process under the UNC requires the erroneous supplier to revert the transfer and restore the original supply registration. The business should not pay bills from the erroneous supplier while the dispute is live.

Is the MPRN publicly searchable?

Xoserve operates an online MPRN finder tool that allows anyone to search for the MPRN associated with a given supply address using the postcode and address details. This tool is available on the Xoserve public-facing website and is used by suppliers, brokers, and business customers to retrieve MPRNs before switching. The tool returns the MPRN and the identity of the current registered gas transporter for the supply point. It does not disclose the current supplier, the registered AQ, or other commercially sensitive data, which is accessible only to licensed industry parties with appropriate data access credentials.
