TL;DR

A 24 hour Portuguese general strike on 3 June 2026 grounded approximately 360 to 500 flights across Lisbon, Porto, Faro, Funchal and Ponta Delgada airports. UK travellers were caught up in the disruption. Cash compensation under UK261 or EU Regulation 261 does not apply because a national general strike is treated as an extraordinary circumstance, but airlines must still offer a refund, rerouting and duty of care. TAP Air Portugal waived change fees for tickets issued between 15 May and 15 June 2026.

Key facts

  • Strike date: Wednesday 3 June 2026, 24 hours
  • Around 360 to 500 flights cancelled across Portugal's main airports
  • Airports affected: Lisbon, Porto, Faro, Funchal and Ponta Delgada
  • Carriers hit: TAP Air Portugal, Ryanair, easyJet, KLM, others
  • UK261 cash compensation: typically not payable for national strike disruption
  • Refund, rerouting and meals or accommodation: still required under UK261
  • TAP change fee waiver for tickets issued 15 May to 15 June 2026

What happened

The strike was called by the CGTP trade union confederation against the Portuguese government's Trabalho XXI labour reform package. Aviation ground staff and cabin crew joined the action under their respective unions. Minimum service rules protected internal Madeira and Azores routes. Mainland European and UK to Portugal flying was the worst affected, with TAP Air Portugal operating a skeleton schedule.

Your UK261 and EC261 rights

UK261 is the UK domestic version of the retained EU Regulation 261/2004 on air passenger rights. For flights departing UK airports or operated by UK licensed carriers, UK261 applies. For flights into the UK from the European Union on a non UK carrier, the original EU Regulation 261 applies. A national general strike by workers outside the airline's direct control is generally treated as an extraordinary circumstance, which removes the right to fixed cash compensation of £220 to £520. The airline must still offer the choice of a full refund or rerouting at the earliest opportunity, plus meals, refreshments, communications and where needed hotel accommodation while you wait.

What travel insurance will and will not cover

Travel insurance policies in the UK frequently exclude losses caused by industrial action that was known or reasonably foreseeable when the policy was bought, under the fair presentation rules established by the Insurance Act 2015. Standard travel disruption cover may pay for incidental costs and delay over a defined number of hours. Check the Insurance Product Information Document for the policy and the specific industrial action clause. Section 75 of the Consumer Credit Act 1974 may help where the flight was paid for on a credit card and the airline fails to refund.

How to claim a refund or rerouting

Contact the airline directly using its disruption page. Under UK261 the airline must offer a refund within seven days, or rerouting at the earliest opportunity. Keep receipts for any reasonable additional spending on meals, refreshments and communications, which can be reclaimed where the airline failed to provide care. The Civil Aviation Authority publishes step by step guidance on disruption rights and complaint escalation through Alternative Dispute Resolution providers.

Future strike risk and protection

Portuguese union and government talks remained unresolved at the time of the strike, so further industrial action cannot be ruled out. Travel money saver tactics include booking refundable fares, paying by credit card for Section 75 protection on bookings over £100, and checking the airline's strike or schedule change policy at the point of purchase. Travel insurance industrial action cover varies widely and should be checked before purchase.

Frequently asked questions

Can I claim the £220 to £520 cash compensation under UK261?

A national general strike by workers outside the airline's direct control is typically treated as an extraordinary circumstance, which removes the right to fixed cash compensation under UK261 and Regulation 261. Refund, rerouting and care obligations remain.

Will the airline pay for meals and a hotel?

If you are waiting at the airport for a delayed or rerouted flight, the airline must provide meals, refreshments, communications and overnight accommodation where needed, under UK261. Keep all receipts if you have to pay and reclaim later.

Will my travel insurance pay out?

Industrial action cover is not standard. Many policies exclude strikes that were publicly known when the policy was bought. Check the policy wording for industrial action and travel disruption clauses. Cover varies between insurers.

Does paying by credit card help?

Yes. Section 75 of the Consumer Credit Act 1974 makes the credit card issuer jointly and severally liable with the airline for any breach of contract on bookings over £100 and up to £30,000. If the airline fails to refund, the card issuer can be asked to refund.

How long does the airline have to refund me?

Under UK261 the airline must process a refund within seven days of your request, using the same payment method, unless you agree to a voucher. The Civil Aviation Authority can escalate complaints to an Alternative Dispute Resolution provider.
