What Changed on 8 January 2026

From 8 January 2026, applicants for the Skilled Worker, Scale-up, and High Potential Individual (HPI) visa routes must demonstrate English language proficiency at CEFR Level B2. This replaces the previous requirement of B1, raising the bar for prospective workers coming to the UK. The change was introduced as part of the broader reforms set out in the Home Office's 2025 Immigration White Paper, titled Restoring Control over the Immigration System.

B2 is described by the Common European Framework of Reference for Languages as an upper-intermediate level, at which a speaker can understand the main ideas of complex text on both concrete and abstract topics and interact with a degree of fluency that makes regular interaction with native speakers possible without strain. This is a step up from B1, which covers a more basic ability to handle most situations likely to arise while travelling in an area where the language is spoken.

Who Is Affected

The higher English requirement applies to new applicants from outside the UK on the Skilled Worker, Scale-up, and High Potential Individual routes. Existing visa holders who are already in the UK on these routes are not affected by this change until they apply for an extension, a route switch, or settlement. Applications submitted from inside the UK under the in-country switching rules are also not affected by the new restriction in the same way as entry clearance applications from abroad.

Employers who sponsor overseas workers should factor the higher standard into their overseas recruitment planning, particularly for roles filled through international hiring campaigns where candidates may not yet have sat a recognised English language test at the required level.

Settlement English Requirements Also Rising

The B2 requirement for work visa applicants is separate from a further change coming in March 2027. From 26 March 2027, applicants for indefinite leave to remain (ILR) on various visa routes will also need to meet the B2 standard for their settlement English language test. This gives current visa holders who are approaching their ILR eligibility window time to prepare for the higher test requirement before it takes effect.

Other Changes in Force

Alongside the English language change, the Immigration Skills Charge paid by UK employers sponsoring overseas workers rose by 32% in December 2025. The Skilled Worker visa also now generally requires a degree-level qualification (RQF Level 6) for most eligible roles, following changes to the shortage occupation and eligible occupation lists that took effect in July 2025. Overseas recruitment of social care workers was also closed from that date, though existing Health and Care Worker visa holders can extend until July 2028.
