The short answer
The EYFS statutory framework sets minimum staff to child ratios of one to three for under twos, one to four for two year olds and one to thirteen for three year olds and over with a qualified teacher. Every setting must have a designated safeguarding lead and written safeguarding procedures.
Who this pack is for
- Day nurseries, preschools and out of school clubs
- Childminders formalising their paperwork
- Managers preparing for an Ofsted inspection
- New settings registering for the first time
- Groups standardising policies across sites
Not for you if: You need a bespoke SEND provision plan or a specific Ofsted action response.
What it solves
Ofsted asks for safeguarding records that exist only in people's heads.
A medication is given with no signed parental consent.
Ratios slip during staff absence with no record of how it was managed.
What the law requires
Safeguarding and the designated lead
Every setting must have a practitioner designated to take lead responsibility for safeguarding, with training, and written procedures covering allegations against staff.

Ratios and qualifications
The framework fixes minimum ratios by age and sets qualification requirements for those counted in the ratio. Records must show how ratios were met.

Parental consent and records
Consent is required for medication, outings and photographs, and records of accidents and incidents must be kept and shared with parents.

How updates work
Every document carries a version number and a reviewed date. On the first Tuesday of each month the pack is checked against its primary sources. If anything has changed you receive the updated file and one line explaining what moved and why. If nothing has changed you receive an email saying so.
April and the Budget are the months when most figures move.
Questions
Does this cover childminders?
Yes. The cover sheet marks which documents apply to home based provision.
Is it aligned to the current EYFS framework?
Yes, and it is re-checked whenever the framework is revised, which has happened repeatedly in recent years.
Does it include a SEND policy?
A support policy is included. Individual education plans remain child specific.
Will it satisfy Ofsted?
It gives you the documented evidence inspectors request. Practice and staff knowledge decide the judgement.
How is it delivered?
By email, as Word and PDF files, personalised with your setting details.
