School admissions go through the council
In England, applications for a school place are made to the local authority, in the normal round with a January deadline for most year groups, or as an in year application at other times, with a right of appeal if refused.

Public funds
Most visa holders have a no recourse to public funds condition, which restricts benefits including universal credit and most housing support. Some benefits, including contributory ones, are not public funds.
