The short answer
Under CDM 2015 every construction project has duty holders, and any project lasting more than thirty working days with more than twenty workers at once must be notified to the HSE. Contractors in CIS must verify every subcontractor with HMRC before the first payment.
Who this pack is for
- Small contractors and specialist trades
- Principal contractors on domestic and commercial projects
- Firms paying subcontractors under CIS
- Companies completing prequalification questionnaires
- Site managers with no induction or permit system
Not for you if: You need a full site specific safety plan for a major project. This gives the templates that plan is built from.
What it solves
A prequalification questionnaire asks for eight documents you do not have.
A subcontractor is paid without CIS verification and the deduction is wrong.
An accident happens and there is no induction or method statement on file.
What the law requires
CDM duty holders and notification
CDM 2015 assigns duties to clients, designers, principal designers and contractors on every project. Projects over thirty working days with more than twenty simultaneous workers, or over five hundred person days, must be notified to the HSE.

CIS verification before payment
Contractors must verify each subcontractor with HMRC to establish the deduction rate, file monthly returns and give deduction statements. Getting the rate wrong makes the contractor liable for the shortfall.

Payment notices
The Construction Act regime requires payment and pay less notices within set periods. Missing a pay less notice can make the notified sum payable in full.

How updates work
Every document carries a version number and a reviewed date. On the first Tuesday of each month the pack is checked against its primary sources. If anything has changed you receive the updated file and one line explaining what moved and why. If nothing has changed you receive an email saying so.
April and the Budget are the months when most figures move.
Questions
Does this cover domestic work?
Yes. CDM applies to domestic projects with duties transferring to the contractor, and the checklist covers that case.
Is a RAMS pack included?
Risk assessment and method statement templates are included. Each job still needs its own completed version.
Will it satisfy CHAS or SafeContractor?
It provides the documents those schemes assess. Accreditation also reviews evidence of use.
Does it include CIS returns?
It includes the records and verification log. Returns are filed through HMRC or your software.
How is it delivered?
By email, as Word and PDF files, personalised with your company details.
