What the law requires
The written policy threshold
Under the Health and Safety at Work etc. Act 1974 every employer must have a policy; once you have five or more employees it must be written down, along with the arrangements for carrying it out.

Risk assessment is the core duty
The Management of Health and Safety at Work Regulations 1999 require a suitable and sufficient assessment of risks, recorded where you have five or more employees, and reviewed when circumstances change.

RIDDOR reporting
Deaths and specified injuries must be reported without delay; over seven day incapacity within fifteen days; certain diseases and dangerous occurrences as they arise. Records must be kept for three years.

How updates work
Every document carries a version number and a reviewed date. On the first Tuesday of each month the pack is checked against its primary sources. If anything has changed you receive the updated file and one line explaining what moved and why. If nothing has changed you receive an email saying so.
April and the Budget are the months when most figures move.
Questions
Do I need this with fewer than five staff?
You still have the duties; only the written policy and recorded assessments become mandatory at five. Most clients and insurers ask for them anyway.
Is a fire risk assessment included?
Yes, as a template with an evacuation plan. Complex or multi-occupancy buildings usually need a specialist assessor.
Will this satisfy an insurer or a tender?
It gives you the documents they ask for. Whether a specific tender is satisfied depends on their own prequalification questions.
Do assessments expire?
There is no fixed expiry. Review when something changes and at least annually, which the annual checklist prompts.
